The new Vape Law is believed to save the lives of Filipino Smokers

Republic Act 11900, otherwise known as the “Vaporized Nicotine and Non-nicotine Products (VNNP) Regulation Act,” regulates the importation, sale, manufacturing, distribution, and use of vaping products such as heated tobacco products (HTPs) and e-cigarettes. This act lapsed into law on July 25th, saying that shifting to vaporizers is a safe way to quit cigarette smoking and help save the lives of millions of smokers in the Philippines.

This law prevents minors from accessing these cigarettes and vapes and gives Filipino smokers who cannot quit smoking a chance to have better alternatives.

Rodante Marcoleta, one of the primary authors of the bill in the House of Representatives, said, “It is a gift to the Filipino people towards better health and well-being.”

“With this law, we have a very good chance to eradicate the smoking epidemic, which kills almost 100,000 Filipino smokers every year, once and for all. It will be just a matter of time before we see our country’s smoking rate go down,” Marcoleta added.

Health experts also believe that the Vape law will help reduce deaths caused and serious diseases caused by smoking in the Philippines, where there are more than 16 million smokers.

Dr. Rafael Castillo, former president of the Philippine Heart Association, said that the law would serve as a tool to cut down on smoking rates in the country. “This anti-smoking vape law will save the lives of many Filipino smokers or, at the very least, reduce their health risk of getting serious smoking-related diseases,”  he added.

The 2015 Global Tobacco Survey results showed that 23.8 percent of Filipino adults were tobacco users, 18% of whom smoked every day, with an average of 11 cigarettes a day. According to World Health Organization and Department of Health data, 100,000 Filipinos die each year from smoking-related diseases.

But despite the new law regulating vaporized nicotine products, the Department of Health (DOH) is not stopping its campaign against using e-cigarettes. It will continue to convey to Filipinos the harmful effects of vaping and tobacco products on our health.
